Citgo Proposes Biodiesel Tank Construction

The Braintree Planning Board continued Citgo's request for construction of a 270,000-gallon tank until its November meeting.

Under a proposal before the Planning Board, Citgo would build a new steel tank at its Quincy Avenue terminal in Braintree to hold biodiesel fuel. Citgo would use the tank to store the animal- and vegetable-based fuel before mixing it directly into trucks along with diesel and heating oil, rather than its current practice of mixing biodiesel within existing, larger tanks and then moving the mixture to the trucks. Planning Board members voted to continue the request until Nov. 13 while they examine the proposed site plan and confirm with fire officials that Citgo has adequate safeguards on site. Citgo Proposes Maintenance Work, Denies Connection to Fore River Bridge Design

The Braintree Planning Board heard from Citgo officials last week on a dock construction project.

Citgo is requesting the go-ahead from Braintree officials on a maintenance project that would involve replacing a decades-old portion of a dock and also the expansion of existing pier structures. The construction plan drew protest from a member of the East Braintree Civic Association who has been an outspoken critic of the design selected by the Massachusetts Department of Transporation for the new Fore River Bridge. Michael Lang alleged in a letter to the Planning Board that Citgo plans to use the vertical lift bridge in concert with a potential further expansion of its Quincy Avenue docking facility to accomodate a new, larger class of tanker ships, and that the company is not being forthright with town officials. Granite Grill Gets Outdoor Seating, Braintree Fire Trains with Citgo

Braintree officials approved outdoor seating for the Granite Grill during their meeting on Tuesday, and also learned about fire training last week at Citgo.

Pending approval by state alcohol regulators, Granite Grill will be able to serve customers outside this summer after the Braintree Board of License Commissioners approved six tables with three seats each. During its Tuesday afternoon meeting, the board also heard from Fire Chief Kevin Murphy, whose department conducted an exercise at Citgo's Quincy Avenue facility last week to test its foam firefighting capability. The fire department and Citgo agreed to the training and split its cost after several weeks of negotiation over whether the town should approve a modification of the company's flammable storage permit, allowing it to store non-petroleum based fuels. Citgo and Braintree Officials to Practice Fighting Fires with Foam on June 5

Training between Citgo and the Braintree Fire Department will take place on Tuesday, June 5.

Following weeks of back and forth between Citgo and Braintree officials over a request to add non-petroleum based fuels to the company's storage permit, the license board approved the change earlier this month, contingent on a training agreement with the fire department. That training is now scheduled for Tuesday, June 5 at the Quincy Avenue terminal and will take place in two phases, Fire Chief Kevin Murphy said. The first will involve Citgo personnel and about 15 firefighters injecting a training foam – meant to stand in for a mixture specific to fighting ethanol fires – into pipes that run from the ground a distance away from the tanks, up the side and into the top of the tanks. Citgo Fuel Storage Approval by Braintree Board Hinges on Fire Training

Citgo will build off the license modification to construct another tank for biodiesel fuel, while not increasing overall capacity in Braintree.

Ethanol and biodiesel fuel storage will officially be sanctioned at the Citgo facility on Quincy Avenue in Braintree after the fire department participates in a training exercise there within the next month. Members of the Board of License Commissioners on Tuesday voted 4-1 in favor of the modification of Citgo's flammable storage license based on that training happening to the satisfaction of Fire Chief Kevin Murphy. Approval came after several weeks of discussion and multiple appearances by Citgo officials in front of the board. Citgo and Fire Department Working Toward Agreement on Emergency Response Plan

The license board on Tuesday afternoon discussed a proposed permit modification for Citgo and approved a food license for a new Washington Street yogurt place.

Officials from Citgo and the Braintree Fire Department agree that both the town and the Quincy Avenue fuel terminal should be better prepared in case of an ethanol fire, an acknowledgment that has come out of the company's recent request to update its flammable storage license. They also agree that a portion of the emergency response equipment at the facility should be replaced, and that both parties should more effectively collaborate on training. License Board: Citgo Plan Tabled, New Eda's Cafe Location Approved, Taxi Renewals

Braintree's Board of License Commissioners meet next on March 13 at Town Hall.

Eda's Cafe, which has had a location in Braintree on Wood Road for a number of years, received a food license on Tuesday for a second restaurant at an office building on Granite Street. The Board of License Commissioners granted the permit during their hearing at Town Hall, and also voted to hold off on a request from Citgo for a modified flammable storage license until its next meeting on March 13 because board chair Joe Powers and Town Solicitor Carolyn Murray were absent. Citgo Making Plans in Braintree to Store Biodiesel Fuel Along With Petroleum

Over the next few months, Citgo will apply for permits in Braintree and at the state level that would allow the company to store non-petroleum fuels such as ethanol at its Quincy Avenue location, and in the near future build new tanks while maintaining the same overall storage maximums. A request by Citgo for a modification to its Flammable Storage License on Tuesday afternoon in front of the Board of License Commissioners was continued until Feb. 28, allowing Fire Chief Kevin Murphy, a board member, to receive more information on biodiesel fuels and best firefighting practices.
